Public appeals system in Uzbekistan to undergo fundamental changes

On April 1, a presidential decree (No. DP–51) “On additional measures to ensure the effective organization of the system of engagement with the population” was adopted.

Under the decree, from May 1, 2026, a real - time monitoring system will be introduced for appeals submitted through the information system of the President’s Virtual Reception of Uzbekistan. Appeals that are not reviewed within the prescribed timeframe will be automatically escalated to a higher - level state authority for execution.

The Virtual Reception system will also introduce a classification of appeals into “urgent,” “standard,” and “requiring consultation.” Appeals returned for review will be re - examined by higher - level authorities within three working days.

From May 1, a new procedure will require regular reporting on the handling of public appeals. Reports by heads of state bodies and organizations will be heard in the Legislative Chamber and the Senate, while reports by hokims and heads of territorial statebodies and organizations will be reviewed in the Senate or local councils at least once every quarter.

Information services of state bodies and organizations, in cooperation with People’s Reception Offices, will cover the handling of public appeals in the regions. They will also monitor objections related to the consideration of appeals in mass media and social networks, with these reflected in the performance indicators of the respective institutions.
